h1 in the WCMS

Hi folks. This morning I got an email from the Accessibility folks saying that the standard way of hiding the h1 elements would indeed cause issues *but* they had a recommended workaround. With a little help from Michael I got the workaround installed on the WCMS.
Summary:
The home page has no h1 element. This surprised the Accessibility folks when I pointed it out, and they’re trying to get the Framework team to fix that.
The Staff page ( https://uirrwww.webtest.iu.edu/contact/staff/index.html ) uses h1 elements for people’s names. I think this must surely be a bug, but we can probably ignore it for now.
Every other page (e.g., https://uirrwww.webtest.iu.edu/facts-figures/enrollment/census-study/index.html ) has an h1 element that used to display like a breadcrumb. Our committee wanted to hide it, and the accessibility folks gave us a method to do that. So the h1 won’t appear onscreen, but it will still be usable for non-visual browsers.
